Joe Kent’s National Counterterrorism Center (NCTC) deliberately uses classified leaks to reporters as a workaround when they are unable to obtain legal search warrants.

Today’s livestream covered the use of Classified leaks by Kent to potentially disrupt the rendering of Maduro in Venezuela and undermine the Trump war effort in Iran.

The process works like this:

  • The Problem: Intelligence analysts or contractors illegally collect surveillance data or decide they want to target or “smear” specific individuals. However, they lack the legal justification to obtain a proper warrant through normal FBI channels or the Office of General Counsel.

  • The NCTC “Workaround”. - Forget the FISA, just leak.

  • The Workaround: To bypass these legal hurdles, the NCTC personnel leak the classified information to national security reporters. Webb argues that this tactic, which he refers to as a completely illegal way to “go around the FBI,” achieves the agency’s goals without needing judicial oversight.

  • WaPo’s Hanna Natanson’s home was raided in January 2026 for a classified information leak from a DoD contractor in Venezuela, thought to be a CIA operative.

    I provide two specific examples to support this claim:

  • The 2019 CNBC Leak: He points to a past case involving a counter-terrorism center employee named Henry Kyle Frese. Frese leaked information directly to CNBC to do election wiretapping, specifically because “we can’t get a warrant”.

  • The Current Washington Post Case: This historical tactic to the recent raids involving The Washington Post. He claims that a similar strategy was used by individuals associated with what he calls the “Arctic Frost” operation and “Joe Kent’s NCTC”.

  • Because they could not get a warrant, an NCTC contractor named “Perez Leges” (Aurelio Luis Perez-Lugones) allegedly leaked highly sensitive national security information to Washington Post reporter Hannah Natanson. This specific leak involved classified information regarding U.S. operations to capture Venezuelan leader Nicolás Maduro.

Ultimately, this coordinated leaking strategy is used to artificially create threats, secure agency funding, and illegally target politicians and private citizens—such as Kash Patel and various senators—who are caught up in the resulting unconstitutional surveillance dragnets.
